Laws in Hong Kong are enacted only by approval of the Chief Executive and majority consent from the 60 seat Legislative Council of Hong Kong, or LegCo. Despite the often said undemocratic nature of Hong Kong's government, half of LegCo's seats are elected under universal suffrage with the other half selected by functional constituencies consisting of special interests and trade unions. The Basic Law guarantees that all seats will eventually be elected under universal suffrage.
Donald Tsang currently holds the office of the Chief Executive after his election on 16 June 2005 by the Election Committee. Before the 1997 handover, Tsang had held the post of Financial Secretary under British rule. He was elevated to the post of Chief Secretary for Administration on 1 May 2001 when Anson Chan resigned her post. Donald Tsang assumed his current post on 24 June 2005 and as scheduled, completed the remaining portion of Tung Chee Hwa's last term which ended on 30 June 2007 in accordance to the interpretation of Annex I and Article 46 by the Standing Committee of the National People's Congress. He was re-elected as Chief Executive on 25th March 2007 for another five years - his new term started on 1st July 2007.
The election of the Chief Executive in 2005 was by the 852-member Election Committee was held on 10 July 2005. On 16 June 2005, Donald Tsang was acclaimed the winner as the only candidate securing the required 100 nominations from members of the election committee. Tung Chee Hwa, the first Chief Executive, assumed office on 1 July 1997, following his election by a 400-member electoral college. For the second five-year term of the Chief Executive which began in July 2002, Tung was the only nominated candidate and therefore acclaimed.
The PRC set up a Provisional Legislative Council (PLC) in 1996 just before the handover, where it moved to Hong Kong to have its meetings after the handover. It reverted some laws passed by the colonial Legislative Council, which was formed by means of universal suffrage since 1995. The PLC passed new laws, such as the Public Order Ordinance, which required permission from police to hold a demonstration where the number of people who participates exceeds 30. Legislative Council elections were held on 24 May 1998, on 10 September 2000 and again on 12 September 2004, with the next election scheduled for 2008. According to the Basic Law, Hong Kong's "mini-constitution", the present third term of the Legislative Council has 25 seats directly elected from geographical constituencies and 30 seats elected from functional constituencies. The 1998, 2000 and 2004 Legislative Council elections were seen as free, open, and widely contested, despite discontent among mainly 'pro-democratic' politicians, who contended that the functional constituency elections and the Election Committee elections (for 1998 and 2000) were undemocratic, as they consider that the electorate for these seats is too narrow.
The civil service of Hong Kong maintains its quality and neutrality following its tradition in the colonial times, operating without discernible direction from Beijing. Many government and administrative operations are located in Central on Hong Kong Island near the historical location of Victoria City, the site of the original British settlements.
The right of abode issue sparked debates in 1999, while the controversy over Hong Kong Basic Law Article 23 was the focus of politics in Hong Kong between 2002 and 2003, culminating in a peaceful mass demonstration (over 500,000 demonstrators) on 1 July 2003, after which the government still tried to pass the law to the Legislative Council. But one of the major pro-government parties could not guarantee members would vote for passing the bill, leading to the resignation of its leader from the cabinet. Thus the government found that the bill could not be passed and it shelved the drafted law brought forth by Article 23. The focus of controversies shifted to the issue of universal suffrage towards the end of 2003 and in 2004, which was the slogan of another mass demonstration on 1 July 2004.
On 24 September 2005, 25 Hong Kong pro-democracy LegCo members, some of whom were previously labelled as traitors by Beijing after the Tiananmen Square protests of 1989 and barred from entering the mainland, crossed the border into the southern province of Guangdong, following an unprecedented invitation by the central government. The invitation was regarded as a conciliation move, and is purportedly induced by Tsang. Lawmaker Leung Kwok-hung ignited controversy during the visit by wearing a T-shirt with a picture of the lone protestor blocking a column of tanks during the Tiananmen Square protest, and by later attempting to attend a meeting wearing a T-shirt with "Redress June 4" written on it.
On 4 December 2005, a demonstration was organised by the Civil Human Rights Front and pro-democracy lawmakers to demand a timetable for universal suffrage to be included in political reform proposals for the 2007 and 2008 elections for the Chief Executive and the Legislative Council respectively. The turnout was reported to be 63,000 by the police, and at least 250,000 by the organisers. The proposals would have doubled the size of the election committee (from 800 members to 1,600) and added ten seats to the Legislative Council (5 geographic and 5 functional seats for district councillors). On 22 December 2005, the reforms, proposed by the Chief Executive of Hong Kong, Donald Tsang, were defeated by the pro-democracy camp after they failed to reach the necessary two-third threshold with 34 votes in favour and 24 opposed. In the wake of the defeat, China and the Chief Executive have indicated that reforms will not be possible until the 2012 elections. The defeat also did little to blunt Tsang's popularity, with his approval ratings only dropping from 82 to 79% in the wake of the vote.
While Hong Kong is not an independent country, it retains its own delegation in international organisations such as the Asia-Pacific Economic Cooperation and the Olympic Games, although it changed its official name in these functions from "Hong Kong" to "Hong Kong, China" after 1997. Hong Kong also participates in international events by including a delegate with the PRC's representative group.
Legal system and judiciary
In contrast to mainland China's civil law system, Hong Kong continues to follow the common law tradition established by British colonial rule. Article 84 of the Basic Law of Hong Kong allows Hong Kong's courts to refer to decisions (precedents) rendered by courts of other common law jurisdictions. Articles 82 and 92 allow judges from other common law jurisdictions to participate in proceedings of Hong Kong's Court of Final Appeal and sit as Hong Kong judges.
Structurally, Hong Kong's court system consists of the Court of Final Appeal which replaced the Judicial Committee of the Privy Council, the High Court, which is made up of the Court of Appeal and the Court of First Instance, and the District Court, which includes the Family Court. Other adjudicative bodies include the Lands Tribunal, the Magistrates' Courts, the Juvenile Court, the Coroner's Court, the Labour Tribunal, the Small Claims Tribunal, and the Obscene Articles Tribunal, which is responsible for classifying non-video pornography to be circulated in Hong Kong. Justices of the Court of Final Appeal are appointed by Hong Kong's Chief Executive. The Basic Law of Hong Kong is subject to interpretation by the Standing Committee of the National People's Congress (NPC:SC) and this power has been invoked three times: the right of abode issue, an interpretation regarding post-2008 election procedures, and an interpretation regarding the length of the term of the Chief Executive.
As in England, lawyers in Hong Kong are classified as either barristers or solicitors, where one can choose to practice as either one but not both (but it is possible to switch from one to another.) The vast majority of lawyers are solicitors, who are licensed and regulated by the Law Society of Hong Kong. Barristers, on the other hand, are licensed and regulated by the Hong Kong Bar Association. Only barristers are allowed to appear in the Court of Final Appeal and the High Court. Just as the common law system is maintained, so are British courtroom customs such as the wearing of robes and wigs by both judges and lawyers.
According to the Article 63 of the Basic Law of Hong Kong, the Department of Justice controls criminal prosecutions, free from any interference. It is the largest legal institution in Hong Kong, and its responsibilities involve legislation, judicial administration, prosecution, civil representation, legal and policy drafting and reform, and the legal profession. Aside from prosecuting criminal cases in Hong Kong, officials of the Department of Justice also appear in court on behalf of the government in all civil and administrative lawsuits against the government. As the protector of public interests, it may apply for judicial reviews and assign legal representation on behalf of public interest to take part in the trial of cases that involve material public interests.
Administrative districts
Each district is represented by a District Council that advises the Government of Hong Kong on local matters such as public facilities, community programmes, cultural activities and environmental improvements. The Home Affairs Department is the governmental body responsible for coordinating services and communicating government policies and plans to the public. It interacts with the public at the local level through corresponding district offices.
There are no formal definitions for cities and towns in Hong Kong. The historic boundaries of Victoria City, Kowloon and New Kowloon are stated in law, but these entities no longer possess any legal or administrative status.

Hong Kong maintains a highly capitalist economy built on a policy of free markets, low taxation and government non-intervention. It is an important centre for international finance and trade, with the greatest concentration of corporate headquarters in the Asia-Pacific region. In terms of gross domestic product per capita and gross metropolitan product, Hong Kong is the wealthiest urban centre in the People's Republic of China. Even before the transfer of sovereignty to the People's Republic of China, Hong Kong has established extensive trade and investment ties with mainland China. Although there is some evidence of scattered Brython settlement in the area, the first major settlement was founded by the Romans in AD 43 as Londinium, following the Roman conquest of Britain. The first London lasted for just seventeen years. Around AD 61, the Iceni tribe of Celts led by Queen Boudica stormed London, burning it to the ground. The next, heavily-planned incarnation of the city prospered and superseded Colchester as the capital of the Roman province of Britannia in AD 100. At its height in the 2nd century AD, Roman London had a population of around 60,000. However, by the 3rd century AD, the city started a slow decline due to trouble in the Roman Empire, and by the 5th century AD, it was largely abandoned.
By AD 600, the Anglo-Saxons had created a new settlement called Lundenwic about 1,000 yards (1 km) upstream from the old Roman city, around what is now Covent Garden. There was probably a harbour at the mouth of the River Fleet for fishing and trading, and this trading grew until disaster struck in AD 851, when the city's defences were overcome by a massive Viking raid and it was razed to the ground. A Viking occupation twenty years later was short-lived, and Alfred the Great, the new King of England, established peace and moved the settlement within the defensive walls of the old Roman city (then called Lundenburgh). The original city became Ealdwic ("old city"), a name surviving to the present day as Aldwych.
Subsequently, under the control of various English kings, London once again prospered as an international trading centre and political arena. However, Viking raids began again in the late 10th century, and reached a head in 1013 when they besieged the city under Danish King Canute and forced English King Ethelred the Unready to flee. In a retaliatory attack, Ethelred's army achieved victory by pulling down London Bridge with the Danish garrison on top, and English control was re-established.
Canute took control of the English throne in 1017, controlling the city and country until 1042, when his death resulted in a reversion to Anglo-Saxon control under his pious stepson Edward the Confessor, who re-founded Westminster Abbey and the adjacent Palace of Westminster. By this time, London had become the largest and most prosperous city in England, although the official seat of government was still at Winchester.
Following a victory at the Battle of Hastings, William the Conqueror, the then Duke of Normandy, was crowned King of England in the newly-finished Westminster Abbey on Christmas Day 1066. William granted the citizens of London special privileges, while building a castle in the south-east corner of the city to keep them under control. This castle was expanded by later kings and is now known as the Tower of London, serving first as a royal residence and later as a prison.
In 1097, William II began the building of Westminster Hall, close by the abbey of the same name. The hall proved the basis of a new Palace of Westminster, the prime royal residence throughout the Middle Ages. Westminster became the seat of the royal court and government (persisting until the present day), while its distinct neighbour, the City of London, was a centre of trade and commerce and flourished under its own unique administration, the Corporation of London. Eventually, the adjacent cities grew together and formed the basis of modern central London, superseding Winchester as capital of England in the 12th century.
London grew in wealth and population during the Middle Ages. In 1100 its population was around 18,000, by 1300 it had grown to nearly 100,000. However disaster struck during the Black Death in the mid-14th century, when London lost nearly a third of its population. Apart from the invasion of London during the Peasants' Revolt in 1381, London remained relatively untouched by the various civil wars during the Middle Ages, such as the first and second Barons' Wars and the Wars of the Roses.
After the successful defeat of the Spanish Armada in 1588, political stability in England allowed London to grow further. In 1603, James VI of Scotland came to the throne of England, essentially uniting the two countries. His enactment of harsh anti-Catholic laws made him unpopular, and an assassination attempt was made on 5 November 1605 »the famous Gunpowder Plot.
Plague caused extensive problems for London in the early 17th century, culminating in the Great Plague in 1665-1666. This was the last major outbreak in England, possibly thanks to the disastrous fire of 1666. The Great Fire of London broke out in the original City and quickly swept through London's wooden buildings, destroying large swathes of the city. An incomparable first hand narrative of both plague and fire was provided by Sir Samuel Pepys Rebuilding took over ten years largely under direction of a Commission appointed by King Charles II and chaired by Sir Christopher Wren.
Following London's growth in the 18th century, it became the world's largest city from about 1831 to 1925. This growth was aided from 1836 by London's first railways, which put countryside towns within easy reach of the city. The rail network expanded very rapidly, and caused these places to grow while London itself expanded into surrounding fields, merging with neighbouring settlements such as Kensington. Rising traffic congestion on city centre roads led to the creation of the world's first metro system »the London Underground »in 1863, driving further expansion and urbanisation. Because of this rapid growth, London became one of the first recordedcities in human history to reach a population of one million, and was the first ever to surpass five million[citation needed].
London's local government system struggled to cope with the rapid growth, especially in providing the city with adequate infrastructure. Between 1855 and 1889, the Metropolitan Board of Works oversaw infrastructure expansion. It was then replaced by the County of London, overseen by the London County Council, London's first elected city-wide administration.
The Blitz and other bombing by the German Luftwaffe during World War II killed over 30,000 Londoners and flattened large tracts of housing and other buildings across London. The rebuilding during the 1950s, 1960s and 1970s was characterised by a wide range of architectural styles and has resulted in a lack of architectural unity that has become part of London's character. In 1965 London's political boundaries were expanded to take into account the growth of the urban area outside the County of London's borders. The expanded area was called Greater London and was administered by the Greater London Council.
In the decades following World War II, large-scale immigration from Commonwealth countries and beyond transformed London into one of the most racially and culturally diverse cities in Europe. Integration of the new immigrants was not always smooth, with major race riots in Notting Hill and Brixton, but was certainly smoother than in other English regions and largely lacking in widespread support for far right organisations, unlike its European or American contemporaries.
An economic revival from the 1980s onwards re-established London's position as a pre-eminent international centre. However, as the seat of government and the most important city in the UK, it has been subjected to bouts of terrorism. Provisional Irish Republican Army bombers sought to pressure the government into negotiations over Northern Ireland, frequently disrupting city activities with bomb threats »some of which were carried out »until their 1997 cease-fire. More recently, a series of coordinated bomb attacks were carried out by Islamic extremist suicide bombers on the public transport network on 7 July 2005 »just 24 hours after London was awarded the 2012 Summer Olympics.
Government
The administration of London takes place in two tiers »a city-wide, strategic tier and a local tier. City-wide administration is coordinated by the Greater London Authority (GLA), while local administration is carried out by 33 smaller authorities. The GLA consists of two elected parts; the Mayor of London, who has executive powers, and the London Assembly, who scrutinise the Mayor's decisions and can accept or reject his budget proposals each year. The GLA is a recent organisation, having been set up in 2000 to replace the similar Greater London Council (GLC) which had been abolished in 1986. The headquarters of the GLA and the Mayor of London is at City Hall. The Mayor of London is Ken Livingstone. The 33 local authorities are the councils of the 32 London boroughs and the City of London Corporation. They are responsible for local services not overseen by the GLA, such as local planning, schools, social services, local roads and refuse collection.
London is the home of the Government of the United Kingdom which is located around the Houses of Parliament in Westminster. Many government departments are located close to Parliament, particularly along Whitehall, including the Prime Minister's residence at 10 Downing Street.
The British Parliament is often referred to as the "Mother of Parliaments" (although this sobriquet was first applied to England itself by John Bright) because it has been the model for most other parliamentary systems, and its Acts have created many other parliaments. Many nations with parliaments have to some degree emulated the British "three-tier" model. Most countries in Europe and the Commonwealth have similarly organised parliaments with a largely ceremonial head of state who formally opens and closes parliament, a large elected lower house and a smaller, upper house.
London is represented in the national Parliament by 74 Members of Parliament (MPs) who correspond to local parliamentary constituencies. Of these 74 MPs, 44 are from the Labour Party, 21 are Conservatives, 8 are Liberal Democrats and one is from the RESPECT party.
Economy
London is a major centre for international business and commerce and is one of three "command centres" for the world economy (along with New York City and Tokyo). London is one of the largest centres for finance in the world, and has the 6th largest city economy in the world after Tokyo, New York, Los Angeles, Chicago and Paris. As the world's largest international banking centre with a 50% share of all European activity and Europe's second largest city economy, year-by-year London generates approximately 20% of the UK's GDP (or $446 billion in 2005); while the economy of the London metropolitan area (the largest in Europe) generates approximately 30% of UK's GDP (or an estimated $669 billion in 2005.)
London shifted to a mostly service-based economy earlier than other European cities, particularly following World War II. London's success is as a service industry and business centre.
This can be attributed to factors such as English being the lingua franca, its former position as the capital of the British Empire, close relationship with the U.S. and various countries in Asia. Other factors include English law being the most important and most used contract law in international business and the multi-cultural infrastructure. Government policies such as low taxes, particularly for foreigners (non-UK domiciled residents do not get taxed on their foreign earnings), a business friendly environment, good transport infrastructure, particularly its aviation industry; and a deregulated economy with little intervention by the government have all contributed to London's economy becoming more service based. Over 85% (3.2 million) of the employed population of greater London works in service industries. Another half a million employees resident in Greater London work in manufacturing and construction, almost equally divided between both. There has been a significant fall in the number of people working in manufacturing industries in London over the last three decades, largely as a result of competition from lower cost regions but also as a consequence of technology and process improvements. Even still, there are more than 15,000 manufacturing businesses in London such as clothing, printing, fabricated metal, furniture and wood/products and food and drink. There is also strong growth in the recycling/environmental sector. A strong manufacturing base still thrives in London because of its geographic location and access to huge markets, its large science and knowledge base, its physical assets, its diversity and its role as a centre of design and creative industries.
London's largest industry remains finance, and its financial exports make it a large contributor to the UK's balance of payments. Over 300,000 people are employed in financial services in London. London has over 480 overseas banks, more than any other city in the world. More funds are invested in the City of London than in the next top ten European cities combined, and more international telephone calls are made to and from London than any other point on the planet. The City is the largest financial and business centre in Europe and, has recently begun to once more overtake New York City, partly due to strict accounting following the Sarbanes-Oxley Act and a tightening of market regulations in the United States. Due to New York's tightening of market regulations, London stock exchanges have had approximately 20% more initial public offerings in 2006.
London is home to banks, brokers, insurers and legal and accounting firms. A second, smaller financial district is developing at Canary Wharf to the east of the City which includes the global headquarters of HSBC, Reuters, Barclays and the Magic Circle, which includes Clifford Chance, the largest law firm in the world. London handled 31% of global currency transactions in 2005 »an average daily turnover of US$753 billion »with more US dollars traded in London than New York, and more euros traded than in every other city in Europe combined.

There are reserve forces supporting the regular military. These include the Territorial Army, the Royal Naval Reserve, Royal Marines Reserve and the Royal Auxiliary Air Force. This puts total active and reserve duty military personnel at approximately 429,500, deployed in over eighty countries.
Despite the United Kingdom's military capabilities, recent pragmatic defence policy has a stated assumption that "the most demanding operations" would be undertaken as part of a coalition. Setting aside the intervention in Sierra Leone, operations in Bosnia, Kosovo, Afghanistan and Iraq may all be taken as precedent. Indeed the last war in which the British military fought alone was the Falklands War of 1982, in which they were victorious.
Law
The United Kingdom does not have a single legal system due to it being created by the political union of previously independent countries and the terms of the Treaty of Union guaranteeing the continued existence of Scotland's separate legal system. Today the UK has three distinct systems of law: English law and Northern Ireland law are based on common-law principles whereas Scots law is a hybrid system based on both common-law and civil-law principles.
The Appellate Committee of the House of Lords (usually just referred to, as "The House of Lords") is presently the highest court for both criminal and civil cases in England, Wales, and Northern Ireland, and for civil cases under Scots law. Recent constitutional changes will see the powers of the House of Lords transfer to a new Supreme Court of the United Kingdom. The Judicial Committee of the Privy Council, (comprising the same members as the Appellate Committee of the House of Lords), is the highest court of appeal for several independent Commonwealth countries, the UK overseas territories, and the British crown dependencies.
English law applies in England and Wales. The essence of English common law is that it is made by judges sitting in courts, applying their common sense and knowledge of legal precedent (stare decisis) to the facts before them. The court system is headed by the Supreme Court of Judicature of England and Wales, consisting of the Court of Appeal, the High Court of Justice (for civil cases) and the Crown Court (for criminal cases). The Appellate Committee of the House of Lords (usually just referred to, as "The House of Lords") is presently the highest court in the land for both criminal and civil cases in England, Wales, and Northern Ireland. A decision of the highest appeal court in England and Wales, the House of Lords, is binding on every other court in the hierarchy, and they will follow its directions.
Scots law applies in Scotland. The chief courts are the Court of Session, for civil cases, and the High Court of Justiciary, for criminal cases, while the sheriff court undertakes almost all the functions of the English County Court but also conducts criminal trials with a jury (Sheriff solemn Court) or with a Sheriff and no jury (Sheriff summary Court). The Appellate Committee of the House of Lords (usually just referred to, as "The House of Lords") presently serves as the highest court of appeal for civil cases under Scots law.
The Scots legal system is unique in having three possible verdicts for a criminal trial: "guilty", "not guilty" and "not proven". Both "not guilty" and "not proven" result in an acquittal with no possibility of retrial.
Geography
The United Kingdom of Great Britain and Northern Ireland comprises the island of Great Britain (most of England, Scotland and Wales) and the northeastern one-sixth of the island of Ireland (Northern Ireland), together with smaller islands. The mainland lies between latitudes 49° and 59° N (the Shetland Islands reach to nearly 61° N), and longitudes 8° W to 2° E. The Royal Greenwich Observatory, near London, is the defining point of the Prime Meridian. The UK lies between the North Atlantic Ocean and the North Sea, and comes within 35 kilometres (22 mi) of the northwest coast of France, from which it is separated by the English Channel. Northern Ireland shares a 360-kilometre (224 mi) land boundary with Ireland. The Channel Tunnel ("Chunnel") now links the UK with France beneath the English Channel. The greatest distance between two points on the UK mainland of Great Britain is 1,350 kilometres (840 mi) between Land's End in Cornwall (near Penzance) and John O'Groats in Caithness (near Thurso), a two day journey by car. When measured directly north-south it is a little over 1,100 kilometres (700 mi) in length and is a fraction under 500 kilometres (300 mi) at its widest. The total area of the United Kingdom is approximately 245,000 square kilometres (94,600 sq mi).
The United Kingdom has a temperate climate, with plentiful rainfall all year round. The temperature varies with the seasons but seldom drops below ?10 °C (14.0 °F) or rises above 35 °C (95 °F). The prevailing wind is from the southwest, bearing frequent spells of mild and wet weather from the Atlantic Ocean. Eastern parts are most sheltered from this wind and are therefore the driest. Atlantic currents, warmed by the Gulf Stream, bring mild winters, especially in the west, where winters are wet, especially over high ground. Summers are warmest in the south east of England, being closest to the European mainland, and coolest in the north. Snowfall can occur in winter and early spring, though it rarely settles to great depth away from high ground.
England accounts for just over half of the total area of the UK, covering 130,410 square kilometres (50,350 sq mi). Most of the country consists of lowland terrain, and mountainous terrain north-west of the Tees-Exe line. Mountain chains are found in the north-west (Cumbrian Mountains of the Lake District), north (the upland moors of the Pennines and limestone hills of the Peak District) and south-west (Exmoor and Dartmoor). Lower ranges include the limestone hills of the Isle of Purbeck, Cotswolds and Lincolnshire Wolds, and the chalk downs of the Southern England Chalk Formation. The main rivers and estuaries are the Thames, Severn and the Humber Estuary. England's highest mountain is Scafell Pike, which is in the Lake District 978 metres (3,209 ft). England has a number of large towns and cities and, in terms of Larger Urban Zones, has six of the top 50 Zones in the European Union.
Scotland accounts for about a third of the total area of the UK, covering 78,789 square kilometres (30,420 sq mi). The topography of Scotland is distinguished by the Highland Boundary Fault - a geological rock fracture - which traverses the Scottish mainland from Helensburgh to Stonehaven. The faultline separates two distinctively different regions; namely the Highlands to the north and west and the lowlands to the south and east. The more rugged Highland region contains the majority of Scotland's mountainous terrain, including the highest peak, Ben Nevis, at 1,344 metres (4,409 ft). Lowland areas, in the southern part of Scotland, are flatter and home to most of the population, especially the narrow waist of land between the Firth of Clyde and the Firth of Forth known as the Central Belt. Glasgow is the largest city in Scotland, although Edinburgh is the capital and political centre of the country. Scotland also has nearly eight hundred islands, mainly west and north of the mainland, notably the Hebrides, Orkney Islands and Shetland Islands.
Wales accounts for less than a tenth of the total area of the UK, covering just 20,758 square kilometres (8,010 sq mi). Wales is mostly mountainous though South Wales is less mountainous than North and Mid Wales. The main population and industrial areas are in South Wales, consisting of the cities of Cardiff, Swansea and Newport and surrounding South Wales Valleys. The highest mountains in Wales are in Snowdonia, and include Snowdon (Yr Wyddfa in Welsh), which, at 1,085 m (3,560 ft) is the highest peak in Wales. The 14 (or possibly 15) Welsh mountains over 3,000 feet (914 m) high are known collectively as the Welsh 3000s. Wales borders England to the east and the sea in the other three directions: the Bristol Channel to the south, St George's Channel to the west, and the Irish Sea to the north. Wales has over 1,200 km (750 miles) of coastline. There are several islands off the Welsh mainland, the largest being Anglesey (Ynys Môn) in the northwest.
Northern Ireland accounts for just 14,160 square kilometres (5,470 sq mi) and is mostly hilly. It includes Lough Neagh, at 388 square kilometres (150 sq mi), the largest body of water in the UK and Ireland. The highest peak is Slieve Donard at 849 metres (2,785 ft) in the province's Mourne Mountains.
The capitals of the individual countries of the UK are: Belfast (Northern Ireland), Cardiff (Wales), Edinburgh (Scotland) and London (England), which is also the capital of the UK as a whole.
Demography
At the April 2001 UK Census, the total population of the United Kingdom was 58,789,194, the third largest in the European Union (behind Germany and France), the fifth largest in the Commonwealth and the twenty-first largest in the world. By mid-2006, this had been estimated to have increased to 60,587,300 with England's population estimated to be 50,762,900, Scotland at 5,116,900, Wales at 2,965,900 and Northern Ireland at 1,741,600. Much of this increase was due to net immigration but was also due to a rising birth rate and increasing life expectancy.
Though the UK's overall population density is one of the highest in the world, this masks differences between the countries of the UK: In 2003, England was the most densely populated with 383 people resident per square kilometre, whereas the corresponding figures were 142 people for Wales, 125 for Northern Ireland and 65 for Scotland. About a quarter of the UK population lives in England's prosperous south-east and is predominantly urban and suburban, with an estimated 7,517,700 in the capital of London.
In 2006, the UK's total fertility rate (TFR) was 1.86 children per woman, below the replacement rate of 2.1. In 2001, the TFR was at a record low of 1.63, but it has increased each year since, and will continue to do so as the share of births from immigrant mothers continues to prod the fertility rate. The TFR was considerably higher during the 1960s 'baby boom', peaking at 2.95 children per woman in 1964.
The present day population of the UK is descended from varied ethnic stocks though mainly: pre-Celtic, Celtic, Roman, Anglo-Saxon, and the Normans. Since 1945, international ties forged by the British Empire have contributed to substantial immigration, especially from Africa, Caribbean and South Asia. Since EU citizens are free to live and work in other EU member states, the accession of new to the EU of new member states from Central and Eastern Europe in 2004 has resulted in rising immigration from these countries. As of 2001, 7.9% of the UK population identified themselves as an ethnic minority. As of 2007, 22% of primary school children and 17.7% of children at secondary school in England were from ethnic minority families.
Ethnic diversity varies significantly across the UK. 30.4 per cent of London's population and 37.4 per cent of Leicester's was estimated to be non-white as of June 2005, whereas less than 5 per cent of the populations of North East England, Wales and the South West were from ethnic minorities according to the 2001 census.
In contrast with some other European countries, high foreign-born immigration is contributing to a rising population, accounting for about half of the population increase between 1991 and 2001. The latest official figures (2006) show net immigration to the UK of 191,000 (591,000 immigrants and 400,000 emigrants) up from 185,000 in 2005 (overall, there was a loss of 126,000 Britons and a gain of 316,000 foreign citizens). Only one in six were from Eastern European countries. They were outnumbered by immigrants from New Commonwealth countries. Immigration from the Indian subcontinent, mainly fuelled by family reunion, accounted for two-thirds of net immigration. By contrast, at least 5.5 million British-born people are living abroad. The most popular emigrant destinations were Australia, Spain, France, New Zealand and the U.S.
A study by a city forecaster, however, contends that the above immigration figures are unreliable and that net immigration for 2005 was circa 400,000. Nonetheless, the proportion of foreign-born people in the UK population remains slightly below that of some other European countries.
In 2004, the number of people who became British citizens rose to a record 140,795 - a rise of 12% on the previous year. This number had risen dramatically since 2000. The overwhelming majority of new citizens come from Africa (32%) and Asia (40%), the largest three groups being people from Pakistan, India and Somalia. In 2006, there were 149,035 applications for British citizenship, 32% fewer than in 2005. The number of people granted citizenship during 2006 was 154,095, 5% fewer than in 2005. The largest groups of people granted British citizenship were from India, Pakistan, Somalia and the Philippines. 21.9% of babies born in England and Wales in 2006 were born to mothers who were born outside the UK, (146,956 out of 669,601), according to official statistics released in 2007 that also show the highest birth rates for 26 years. As in the rest of the European Union, however, the birth rate remains below the replacement rate.
Figures published in August 2007 indicated that 682,940 people applied to the Worker Registration Scheme (for nationals of the central and eastern European states that joined the EU in May 2004) between 1 May 2004 and 31 June 2007, of whom 656,395 were accepted. Self-employed workers and people who are not working (including students) are not required to register under the scheme so this figure represents a lower limit on immigration inflow. These figures do not indicate the number of immigrants who have since returned home, but 56% of applicants in the 12 months ending 30 June 2007 reported planning to stay for a maximum of three months, with net migration in 2005 from the new EU states standing at 64,000. When the EU enlarged further east in 2004 and again in 2007, this gave the right for nationals from countries like Poland, Slovakia, Lithuania, and more recently Romania and Bulgaria to live in the UK. An estimated 800,000 people have registered for work in Britain from Europe. Crime rates had believed to have risen due to Eastern Europeans, however this is completey untrue according to the Police.
National Insurance Number data suggests that 2.5 million foreign workers moved to the UK to work (including those moving for short periods), the majority from EU countries, between 2002 and 2007.
The UK government is currently introducing a new points-based immigration system to replace the existing schemes for immigration from outside of the European Economic Area.
Though the UK does not de jure have an official language, the predominant spoken language is English, a West Germanic language descended from Old English featuring a large number of borrowings from Old Norse and Norman. The English language has spread across the world (largely due to the British Empire) and has thus become the business language of the world. Worldwide, it is taught as a second language more than any other.
The other indigenous languages of the UK are Scots (which is closely related to English) and four Celtic languages. The latter fall into two groups: two P-Celtic languages (Welsh and Cornish); and two Q-Celtic languages (Irish and Scottish Gaelic). Celtic dialectal influences from Cumbric persisted in Northern England for centuries, most famously in a unique set of numbers used for counting sheep (see Yan Tan Tethera). According to the 2001 census, just above 20% of the population of Wales claim to be able to speak Welsh which represents a slight increase on 1991. In addition, it is estimated that about 200,000 Welsh speakers live in England.Welsh and Scottish Gaelic are also spoken by small groups around the globe with some Gaelic still spoken in Nova Scotia, Canada, and Welsh in Patagonia, Argentina.
Immigrant languages constitute for up to 10% of the UK's population, French is spoken by 2.3% of the country's population, 1.0% of Britons speak Polish reflecting the recent mass migration to the UK. 0.9% of the UK's population speak German and 0.8% Spanish. The majority of other foreign languages spoken in the UK originate from Europe, Asia and Africa. A large percentage of the immigrants to the UK come from Anglophone countries (such as Nigeria, Jamaica, Hong Kong and the Philippines), which is why there is not a great deal of diversity between some of the country's ethnic minority communities.
While the United Kingdom has a long tradition of Christianity and a link between church and state still remains in England, in practice the UK is a predominantly secular society with only 38% proclaiming a belief in a God. People identify themselves with religion in the UK for both cultural and religious reasons and this is reflected by the disparity between the figures for those proclaiming a belief in a God and those identifying themselves with a particular religion. Christianity has the largest number of adherents followed by Islam, Hinduism, Sikhism and Judaism.
Christianity is the major religion with many Christian churches, denominations, and groups. The Tearfund Survey in 2007 revealed 53% identified themselves as Christian. The report compared this to the 2004 British Social Attitudes Survey in which the results were very similar, and to the 2001 UK Census in which 71.6% said that Christianity was their religion, although noting that the latter used "a softer question". The direct influence of the Church of England has been on the decline for years, but the church retains a representation in the UK Parliament and the right to draft legislative measures (usually related to religious administration), through the General Synod, that can be passed into law, but not amended by Parliament.
Christianity was first introduced to what is now England and Wales by the Romans, however it disappeared with their retreat. Scotland and northern England were evangelised first, by Celtic missionaries from Ireland, such as Ninian, Columba and Aidan. Augustine was subsequently sent to southern England by Pope Gregory I in 597.
The English Church split from Rome in 1534, during the reign of Henry VIII of England (see English Reformation). Today, the Church of England is the officially 'established' Christian church in England and senior branch of the worldwide Anglican Communion. The British monarch is required to be a member of the Church of England under the Act of Settlement 1701 and is the Supreme Governor. The senior bishop of Church of England is the Archbishop of Canterbury.
The Church of Scotland (known informally as the Kirk) broke with Rome in 1560 (see Calvinism and Scottish Reformation). Today it is a Presbyterian church, recognised as the national church of Scotland, and not subject to state control. The British monarch is an ordinary member, and is required to swear an oath to "defend the security" of the Church at the coronation. The Scottish Episcopal Church, which is now part of the Anglican Communion, dates from the final establishment of Presbyterianism in Scotland in 1690, when it split from the Church of Scotland, and is not a 'daughter church' of the Church of England. Further splits in the Church of Scotland, especially in the nineteenth century, led to the creation of various other Presbyterian churches in Scotland, including the Free Church of Scotland.
In the 1920s, the Church in Wales was separated from the Church of England and became 'disestablished'. The Church in Wales remains in the Anglican Communion. Methodism and other independent churches are traditionally strong in Wales.
The Anglican Church of Ireland was disestablished in the nineteenth century. It covers the entire island of Ireland (both Northern Ireland and Ireland). In Northern Ireland the Catholic Church in Ireland is the largest single denomination, although Protestants are in the majority overall. The Presbyterian Church in Ireland is the largest Protestant denomination and is in terms of theology and history closely linked to the Church of Scotland
